Professional Licensure (DPL) for the Commonwealth of Massachusetts.

Charles (“Chuck”) Borstel serves as the current Commissioner of the Division of Professional Licensure (DPL) for the Commonwealth of Massachusetts. As Commissioner, Chuck oversees the administrative, enforcement, and licensing activities of more than 28 boards of registration, as well as the Office of Public Safety and Inspections, and the Office of Private Occupational School Education.  Collectively, DPL licenses and regulates more than 580,000 individuals, businesses, and schools to engage in some 167 trades and professions in Massachusetts.

Chuck began his career working as Communications Director for the Metropolitan District Commission, a state agency that previously oversaw all parkland and recreation facilities in the Commonwealth. In that role, Chuck served as spokesperson and was responsible for coordinating all public affairs initiatives. Following his time with the Commission, Chuck served as Deputy Director of Administration for DPL for six years, during which time he was responsible for overseeing the agency’s communications and legislative activities, establishing and implementing several successful consumer and student outreach programs, and assisting in the day-to-day management of the agency.  Most recently, Chuck served as Director of Public Affairs for the Associated Builders and Contractors Association of Massachusetts, the largest construction trade association in the Commonwealth, representing over 400 general contractors, subcontractors, suppliers and associate companies.

In addition to his professional accomplishments, Chuck holds a degree in business management from Suffolk University. He has also served as a member on several educational advisory committees and associations, including the Massachusetts Association of Vocational Administrators, Greater Lawrence Technical School General Advisory Committee, and the Northeast Vocational School General Advisory Committee.  In his free time, Chuck enjoys coaching baseball, basketball, and football.
